Meet the newly appointed CMED Board:-
Dr. Eng. Tammy is a holder of a PhD in Project Management (UP), MEng. Mechanical Engineering (UZ), BSc. Mech Eng, UZ; MSc MSOM (UZ), and Investment in Excellence (TPI).
Dr Eng Tammy is experienced in engineering design, production planning and control, maintenance management, and project management. Currently she is a Manufacturing and Production Factory Manager specializing in sheet metal forming. Tammy has a keen interest in tutoring and developing individuals regardless of field. She has vast application knowledge in team building whilst managing large groups of skilled manpower.
Dr Eng Tammy sits on the advisory board of NUST – Industrial and Manufacturing Engineering Department. She is currently serving as the Chair of The Zimbabwe Institution of Engineers in the (ZIE-CPC) conference planning Committee. She is the Secretary of the Mashonaland Area chapter, and subsequently Chairs the Media Marketing & Public Relations Sub-Committee. Dr Eng Tammy is the ZIE Mash Area representative for the Student Paperette Competitions at UZ a preliminary competition for NESAC. She is a Junior Chamber International (JCI) Zimbabwe Alumni. She is the Chairperson of Malaysia Zimbabwe Business Network and She sits on a board at R & F Holdings as the Projects Chair.
Dr Maxwell Mutema is a Fellow of the Zimbabwe Institution of Engineers (FZweIE) and registered Professional Engineer with the Engineering Council of Zimbabwe (ECZ).
He is a Fellow of the Institute of Directors Zimbabwe (FIoD). In addition to several academic qualifications he holds a Masters in Engineering and Construction Project Management from the UK.
He is bringing to the CMED Board a wealth of board membership experience especially on corporate governance.
Mr Davison Mhaka has a degree in Mechanical Engineering, Msc in Strategic Management (UK) and a Diploma in Business Management. He has worked for ZUPCO and Dunlop as an Engineering trainee after which he became a Depot Engineer. He then served as a Provincial Manager at CMED progressing to become the General Manager for Transport Hire to his current position of Managing Director for CMED (Pvt) Ltd.
Mr Mhaka is an ex-officio member of the Board.
Col (Rtd) Tshinga Dube holds an Msc in Engineering. He served as the General Manager of the Zimbabwe Defence Industries (Private) Limited from October 1993 to August 2015.
Col (Rtd) Tshinga Dube is an ex-combatant who obtained military training in the then USSR and also studied and graduated with an MSc degree majoring in Electro-Technics at the Moscow Institute of Technology. As such he was in charge of Military Communications during the struggle for independence.
In 2015 Col (Rtd) Tshinga Dube was elected a member of Parliament for Makokoba constituency and was appointed Deputy Minister for War Veterans, War Collaborators, Ex Political Detainees and Restrictees. The following year he was appointed Minister for Welfare Services for War Veterans, War Collaborators, Ex Political Detainees and Restrictees, a post he led up to October 2017.
Mr S. Chihambakwe
Mr Simblisius Chihambakwe is a renowned lawyer and senior partner in the law firm of Chihambabwe, Mutizwa and Partners.
Mr Chihambabwe holds a Bachelor of Laws (LLB) degree from the University of London. Upon completion of his studies, he joined the Ministry of Justice (Deeds and Companies Offices) where he served as an Administrative Officer during the period 1970 to 1973. The following year Mr Chihambabwe moved to private practice on joining the law firm Gill, Godlonton and Gerrans where he served in two portfolios as Articles Clerk and Professional Assistant during his four year stint. In 1979 he broke new grounds by founding Chirunda, Chihambwakwe and Partners as one of the senior partners. The name of the law firm changed to Chihambwakwe, Mutizwa and Partners in 1995 with Mr Chihambakwe as a senior partner. He remains a senior partner in the law firm to date.
Mr Chihambakwe is the current Chairman of the Great Zimbabwe University Council and also sits on the ZESA Holdings Board.
He is a member of the following professional organisations – Law Society of Zimbabwe, African Bar Association, Common Wealth Lawyers Association and Southern Africa Development Community Lawyers Association.
Dr Khutula Sibanda
A holder of MSc and BSc honours in Economics degrees from the University of Zimbabwe. A holder of a Doctorate in Business Administration and Master of Business Administration (MBA) degrees both obtained from the University of Southern Queensland in Australia. He has strong passion for Economic Analysis, Industrialisation and Infrastructure Development. During the period March 2016 to March 2017, he was employed by the African Export-Import Bank (AFREXIMBANK) in Egypt as a Management responsible for drafting business plans on the Bank’s Intra-Africa Trade and Export Strategies. Prior to this assignment, he worked for the SADC Secretariat in Botswana between 2013-2015 as a Technical Advisor on European Development Fund (EDF). Between 2012 and 2013, he worked for the Common Market for Eastern and Southern Africa (COMESA) Secretariat in Zambia as a Technical Advisor on European Development Fund regional projects. From 1997 to 2011, he worked in various capacities as Coordinator and Technical Advisor for the European Development Fund in Zimbabwe based at the Ministry of Finance and Economic Development. A former employee of the University of Zimbabwe Economics Department (1994-1996).
Mr W. Motsi is an environmental specialist. He is a PhD candidate, a holder of a Masters in Business Administration (UZ), Masters in Environmental Policy and Planning (UZ), a Bachelor of Science in Geography and Environmental Studies (UZ) and a Bachelor of Science Honours with Education and Computer Studies (Jose Varona).
Mr Motsi served in various Government Ministries rising through the ranks from a Teacher to Chief Lands Officer and Chief Environment Officer (equivalency of a Deputy Director post) at the time he exited the civil service to join the Zimbabwe Special Economic Zones Authority (ZIMSEZA), where is currently the Technical Operations Manager. He joined ZIMSEZA in April 2018.

He was a focal person for the United Nations Convention on Combating Desertification.
Ms Makoni is a seasoned Human Resources Practitioner with over 26 years experience. She is a Doctorate Candidate with Binary University (Malaysia). She is a holder of a BSc Honours Degree in Politics and Administration (UZ), a Master’s Degree in Business Administration (ZOU), a Diploma in Labour Law, Conciliation and Arbitration (UZ), IPMZ Training Diploma, IPMZ Labour Relations Diploma, IPMZ Higher National Diploma in Human Resources Management, Master of Science in Human Resources Management (dissertation pending), with Midlands State University.
As a Human Resources practitioner, Ms Makoni has 26 years working experience having worked for both Private and State institutions including Public Service Commission, Parliament of Zimbabwe and National Indigenisation, Economic Empowerment Board (NIEEB). She has also had exposure in the manufacturing sector, Audit Firm, State as well as Private Universities. She is currently Head of Human Resources for EmpowerBank Ltd. and sits on the CMED Board as a Non-Executive Director. She sits on Zimbabwe National Institute of Consultants Council.
Mrs Mercy Sanzira (nee Kundhlande) is the Director of Finance and ICT for Parirenyatwa Group of Hospitals since June 2015. She holds a Bachelor of Business Administration (BBA) degree with a major in Accounting and a Master’s degree in Business Administration from the University of Zimbabwe. She is also a Chartered Secretary with the former Institute of Chartered Secretaries and Administrators. She is a Public Accountant registered with the Public Accountants and Auditors Board. Mrs Sanzira has held various managerial positions, key among them are: Finance and Administration Manager for National Handling Services whose core business is aviation passenger and cargo handling, Management Accounting Manager and General Manager for Air Zimbabwe and Head of Finance and administration for a Zambian regional airline. She worked for a year as Head of Finance and Administration for a fuel company.
She had a short stint with a company which supplied workshop, mining, construction equipment as well as bitumen and related products. She has over 20 years of managerial experience covering finance, accounting, human resources, information and communication technology, procurement, treasury management and others. She has hands on experience with accounting packages such as SAP and Pastel Sage Evolution. She is one of the Finance Directors who were certified by The Institute of Chartered Accountants of Zimbabwe on the International Public Sector Accounting Standards (IPSAS). She is a Committee Member on the Public Accountants and Auditors’ Board on IPSAS. Mrs Sanzira was appointed Board Member for CMED (PVT) LTD with effect from 11 July 2022 by the Minister of Transport and Infrastructural Development.
